1 set - Landing Pad #33 SKYLINE TOWER MOUNTING ACCESSORY (retail $144) included with the #2 pads or vice versa. This was included when I purchased the crossbars. It looks like some of the items are missing, mainly the sealant and the base covers. There are bolts but unsure if all sizes and amounts are in the bag. Everything else seems to be present.
