Need help with a starter (Wheat ridge)

Code enforcement is making me move my bus/ rv but I need a new starter. Does anyone rebuild this thing locally and can I get assistance on paying for this. I'm a student at Lincoln tech and graduated in December unless code enforcement takes my home/ bus/ rv.
