Woolpert is seeking a Technical Lead/Subject Matter Expert in the areas of land development, permitting and code enforcement for state and local government clients. This is an exciting, senior, and technical position within Woolpert's Enterprise Information Management service line. Preferred locations include Denver, CO, Phoenix, AZ and/or Los Angeles, CA.
Minimum BA/BS degree is required; technical emphasis such as Computer Science or Information Systems is desired
Must have 8+ years experience in the implementation, customization, and training of enterprise information systems for government, utility and/or aviation clients
Must be a recognized subject matter expert in Permitting systems and their implementations with a background in the study, recommendation, business processes related to, and implementation of permitting systems and has experience as a team member with multiple previous implementations for multiple customers. 3+ years of project management and associated experience (management of schedules, budgets, scopes of work, client relationships) is required
Will be responsible for providing technical leadership on the completion of projects related to permitting systems and related technologies projects; including working with project management staff towards the successful execution and leadership of technical aspects of large programs. Secondary duties include technical sales support and coaching/mentorship of regional project staff
Will serve as technical lead for the execution of large enterprise information system programs. Provide direction and leadership to more junior project staff, oversee the completion of project tasks/phases within budgetary and schedule constraints, work with project management staff to manage client expectations and overall project scope; supporting sales efforts by writing relevant technical sections of proposals and scopes of work, developing associated pricing, and acting as subject matter expert during interview presentations and demonstrations
Will work closely with the customer to ensure that all activities align with corporate business goals and initiatives and provide a consistent and directed approach to all technology activities
Will act as a liaison with the Technical personnel on technology questions and issues as they arise during the project to ensure they are appropriately managed and resolved; working closely with the project team to identify potential technical risk areas and assisting in developing strategies for mitigating likelihood and impacts
Will insure that all technical project activities are in line with and in support of both the project and clients goals and initiatives. Will work closely with the customer to analyze, map, and optimize business processes and data requirements; leading the development of the Business Process Requirements (BPR) documentation that reflects the process and data analysis
Excellent, concise verbal and written communication required. Proficiency in the use of business process mapping and documentation tools such as Microsoft Visio or similar software; including required. Microsoft Office (i.e: Word, Excel, PowerPoint and Project). Experience in software development within the Microsoft .Net environment (use of Visual Studio and .Net languages of Visual Basic .Net or C#) will be viewed as a plus, but is not required
Experience in Geographic Information Systems (GIS) and specifically ESRI-related technologies is a plus. Will travel approximately 50% travel; 90% domestically with average duration being 4-5 days.
